When a player on Counterwatch picked Torbjörn between 19 October and 1 November, their team won 56.8% of those matches. That is the best win rate of the 54 heroes in the data, and 1.4 points above Vendetta in second.
A thread on 30 October asked whether he is actually good, and one reply put the case in a line:
On the recordPeople whine about torbjorn pretty much every single patch but he is really solid character.
The win rate backs that up. It cannot say why he wins, or whether a few players with a lot of hours are doing most of it: only 3.4% of damage hero-matches are Torbjörn, and the table has no per-player split. Those are the two full weeks after the 13 October hotfix, and the figures come from more than 1,400,000 hero-matches.
